Overview and Aims

This assessment takes the form. of a policy brief, in which you will propose a policy (or policy package) that will improve upon the status quo to a senior executive or policy maker. Your argument for the adoption of your preferred policy (package) should be compelling, persuasive  to your audience and will need to be solidly based on relevant theory and evidence as applied to the case you address.

The aim of this assignment is to enable you to apply what you have studied in this module to real-world policy considerations in a format that is more applicable to your post-graduate career than the typical academic essay.

The Topic (choose one)

1) Imagine that you are an advisor for the United Kingdom government. You are evaluating a new investment project in one of the following sectors by a foreign company, which is partially financed by a state-backed equity fund from its home government. In a policy brief, outline the key assessments that you would recommend to determine whether the project should be eligible for investment in the UK. In your essay, be sure to discuss the UK’s overall foreign investment goals in the particular sector as well as the proposed costs and benefits of regulation through investment screening.

-     Nuclear Energy (Civil)

-     Satellite and Space Technologies

2) You are involved in the design of an investment treaty with the government of Colombia. There are currently a planned number of investment projects in areas where there is expected to be local resistance given the environmental impact and potential dislocation of indigenous communities. There have been similar cases in various countries (for example, Ecuador, Peru and Costa Rica), where local community resistance led to the halting of investment projects.

You are tasked with designing an investment treaty that would both protect the rights of investors as well as those of the local community members. In your policy brief, outline  the key features of the treaty design that would balance investor protections with human rights concerns.

3) You are an advisor for one of the following countries and are tasked with implementing a policy to help businesses adopt more environmentally-friendly production policies. In a policy brief, outline the key policy package you would implement to help businesses transition to more sustainable forms of production.

Be sure to consider some of the following factors when developing your policy recommendations:

-     Current trade and investment obligations

-     Macroeconomic and fiscal position

-     Current industrial structure and potential pushback for climate change policies

-    Incentives for compliance and punishments for non-compliance

Country choices: United States, Germany, France, China, or India

Format

A policy brief is formatted differently from a typical academic essay. You will need to make your points in a convincing and succinct manner. You should also assume that your audience is familiar with the case you are addressing; your discussion of the status quo should be brief and highlight the potential for improvement that will be addressed by your proposal.

A sample organizational approach:

1 – Introduction to the policy issue and your proposed reform.

2 – Brief background/contextual information

3 – Description and argument for your proposed policy reform.

4 – Costs/benefits, potential supporters/opposition, alternative policy options 5 – Brief conclusion and implications

Guidelines and Expectations

You are expected to present an original policy proposal and ground a convincing argument for it in research. The evidence for your proposal should be gleaned from a combination of research publications, policy papers and/or quality media sources, not relying solely on one set of sources over the other. The aim is to address the specific characteristics of the case you’ve chosen in the broader context of the relevant academic literature. You can find more information in the recorded guidance on Moodle.

A good policy brief will have:

•   A clear argument-focused thesis in the introduction

•   An argument solidly based on theory and evidence from existing research

•   Reference to and demonstrated understanding of the relevant reading-list sources beyond textbook/handbook chapters

•   References to high-quality unassigned sources

•    Clear and coherent organization (section headings are often be useful)

•   Paraphrasing and analysis of source materials rather than direct quotes
