Scenario
A client wishes to increase the gross floor area of its shopping mall due to the growing demand of commercial space. The mall, which was constructed 5 years ago, is a two-storey steel structure. It wishes to undertake the vertical expansion as soon as possible. The project site in near to a primary school. Pretender/Consultant’s estimate for the project is $3,257,100.00.
In the process of seeking the suitable contractor to carry out the construction works under traditional (DBB) method; the client has advertised the tender using a competitive tendering method and clearly stated that the evaluation process will consider non-price attributes (70%) and price (30%). However, the client would like to compare different results/outcome from different tender evaluation methods.
Task 1 – Tender evaluation/report (40 Total Marks)
i. Given the information in the attached Appendices, evaluate the three tenders and recommend to the client the most suitable tender for the project. You are required to evaluate the tenders against each of the following tender evaluation methods:
1. Weighted Attributes
2. Lowest Price Conforming
3. Brook’s Law
Note:
• If there is any necessary communication required during this tender evaluation stage between the client/consultant and the tenderer (s), write a formal letter to the tenderer(s) as required and submit it with this assignment.
• The tender evaluation team have agreed to score the non-price attributes as follows:
- Excellent = 100%
- Very good = 80%
- Good = 60%
- Satisfactory = 50%
- Poor = 40%

• During the tender evaluation process, you noted that the specification for building wrap which is Dripspace Dripstud wall wrap was missing in the tender documents. None of the tenderers requested for that information (i.e. no RFI) during the tender period. There was also no notice to tenderers(NTT) set out regarding this.
You have received a tag from Clean Construction Co. Ltd. on Building wrap item which state that, “The rate of $9/m2 provided for Building wrap under Carpentry trade is for Thermakraft 220 Watergate Plus Wall Wrap. The rate shall change if different material/specification will be specified.” The quantity for the building wrap in the Schedule of Quantity (SOQ) is 435m2.
